On May 21, the Open Science Working Group of the Association of Libraries of Czech Universities published a position paper Opportunities and Challenges of Open Science in the Czech Republic (Czech only for now), which was published on Zenodo. 


The paper is based on practical experience with institutional open science support and places the Czech situation within a broader European and international context. It presents open science as part of modern, responsible, and socially beneficial scientific practice. It summarizes its main areas, including open access to publications, research data management and sharing, research software, infrastructures supporting open science, citizen science, and open educational resources.  


At the same time, it identifies obstacles to its development in the Czech Republic, particularly insufficient coordination, uneven institutional capacities, lack of systemic support, an unclear legislative and financial framework, and limited recognition of open practices in research assessment.  


The aim of the document is to support expert discussion on the need for a coordinated, long-term, and systemic approach to open science in the Czech Republic and to contribute to the development of an environment that strengthens the quality, transparency, credibility, and sustainability of research.
